Şırnak'ta aşiretlerin sosyo-politik davranışları: Kurumsalcı bir perspektif

Abstract

Bireylerin bir araya gelerek oluşturdukları grup veya toplulukları inceleyen sosyal bilimler, birey-toplum ilişkisini anlamaya çalışmaktadır. Sosyal bilimlerde genellikle bir fikir birliğinden bahsetmek zordur. Çünkü toplumsal yaşamda bireyler, doğaları gereği öncelikle öznel (subjektif) yargılara sahiptir. Diğer yandan sosyal bilimlerde değer yargılarının olduğu da bilinen bir gerçektir. Böyle bir ortamda yapılan bir araştırmada, araştırmanın her yönüyle anlaşılması ve faydalı sonuçlara ulaşılması için araştırmacının olabildiğince tarafsızlığını koruyarak toplum-birey ilişkisini incelemesi gerekmektedir. Yine bu araştırmalarda toplumsal olanın daha iyi açıklanması için bazı toplulukların sahip olduğu "birey davranışlarını mobilize etme" kabiliyeti her yönüyle irdelenmelidir. Türkiye'de nüfusun belli bir kısmını oluşturan aşiretler hem sahip oldukları yapısal özellikleri hem de bireyleri mobilize etme kapasiteleri sebebiyle günümüzde önemlerini korumaya devam etmektedirler. Bu özelliklere sahip olan aşiret, aynı zamanda enformel kurallarla örülü bir sosyal kurumdur. Bu bağlamda bir sosyal kurum olarak aşiret, literatürde daha fazla çalışılmalıdır. Bu çalışmanın amacı kuramsal çerçeve ve aşiretlerin tarihsel gelişimlerinden yola çıkarak Şırnak'taki aşiretleri ve sosyal bir kurum olarak bu aşiretlerin sosyo-politik davranışlarını öğrenmektir. Çalışmanın amacı doğrultusunda bölgedeki aşiretleri kapsayan bir alan araştırması ile aşiret enformel kurallarının, birey davranışını nasıl kanalize ettiği tespit edilmeye çalışılmıştır. Çalışmanın sonunda hem katılımcılardan elde edilen bulgular hem de literatürdeki bilgiler eşliğinde çıkarım, öngörü ve beklentilere yer verilmiştir. Ayrıca sahip oldukları kurumsal fonksiyonlarla aşiretlerin gelecekteki statülerinin ne olacağı hakkında öngörülere ve analizlere yer verilmiştir.

Social sciences, which studies the groups or communities formed by individuals coming together, try to understand the individual-society relationship. In the social sciences, it is often difficult to talk about a consensus. Because in social life, individuals, by their nature, have primarily subjective (subjective) judgments. On the other hand, it is a well-known fact that there are value judgments in the social sciences. In a study conducted in such an environment, in order to understand all aspects of the research and achieve useful results, the researcher should study the relationship between society and the individual, while maintaining as much impartiality as possible. Again, in these studies, in order to better explain what is social, the ability of some communities to "mobilize individual behavior" should be examined in all aspects. The tribes, which constitute a certain part of the population in Turkey, continue to maintain their importance today due to both the structural features they have and their capacity to mobilize individuals. The tribe, which has these characteristics, is also a social institution that is knitted by informal rules. In this regard, the tribe as a social institution should be studied more in the literature. The aim of this study is to learn the tribes in Şırnak based on the theoretical framework and the historical developments of the tribes and the socio-political behavior of these tribes as a social institution. For the purpose of the study, an area study covering the tribes in the region was conducted to determine how tribal informal rules channel individual behavior. At the end of the study, both the findings obtained from the participants and the inferences, predictions and expectations accompanied by the information in the literature were included. In addition, predictions and analyses about what the future status of the tribes will be are given with the institutional functions they have.
